Batch I: In Progress. The first two units are currently under construction at the Gryfia Shipyard in Poland with three additional units to begin in 2006 and 2007. All five units of the first batch are scheduled to be completed by 2008 and turned over to Remoy Management, owner of the Offshore Patrol Vessels (OPVs). Remoy Management will lease the vessels to the Royal Norwegian Coast Guard (RNoCG) for a period of 15 years.

Batch II: Planned – Likely. Remoy Management is expected to order five additional units in 2007 with the second batch being delivered by 2010.

Operational Requirement: The RNoCG has a requirement for a modern force of OPVs to maintain surveillance of the nation’s vast EEZ.

Program Background: On 26 November 2004, the Norwegian Ministry of Defense (MoD) approved the Coast Guard’s plans for the building and leasing of ten new vessels for EEZ patrol. The new class is expected to replace the oldest OPVs currently being leased by the Coast Guard.

Program Acquisition Plan: In early 2005, Remoy Management signed a US$53M contract with Gryfia Shipbuilding of Poland for the first five OPVs of Batch I. The first two units are currently under construction at the Gryfia Shipyard with three additional units to begin in 2006 and 2007. All five units are scheduled to be completed by 2008 and turned over to Remoy Management, owner of the OPVs. Remoy Management will lease the vessels to the RNoCG for a period of 15 years.

A construction contract for the five units of Batch II will probably occur in 2007 with construction beginning immediately. The follow-on five units will probably be delivered to Remoy Management by 2010 and made available to the RNoCG.

Design and Construction Considerations: The new OPVs are based on the Skipsteknisk ST-610 design, which is 47 meters (154.2 ft) in length with a displacement of 700 tons. The vessels are capable of achieving 17 knots on a 2000 KW diesel electric power plant.

Preliminary drawings indicate that the vessels will be equipped with one 20mm gun, a deck for vertical replenishment (VERTREP) only, two fast rescue craft (FRC), bow thruster, and navigation radar. Additionally, it will be equipped with at least one water cannon for fire fighting duties and two winch booms.
